Brief background

To address the lack of data on persons with disabilities, UN Indonesia supports data gathering, monitoring and evaluation, including learning and knowledge management under the Leave No One Behind (LNOB) principles.

In 2020, UN Indonesia formulated a strategy aimed at supporting the implementation of the United Nations Sustainable Development Cooperation Framework (UNSDCF). Within this strategy, a specific focus was placed on disability.

UN Indonesia is currently collaborating with the national statistical office to enhance disability-related data collection. The process utilises the Washington Group method and leverages big data, along with a participatory approach involving OPDs. The initiative aims to enhance the availability of data for monitoring and evaluating UN programs operating under the UNSDCF.

However, it became apparent during 2021 annual reporting that UNSDCF output and sub-output levels did not adequately address persons with disabilities. This gap can be attributed, in part, to the lack of monitoring data concerning the benefits and impacts of program interventions on individuals with disabilities.

To effectively realize the UN Disability Inclusion Strategy, it is essential for UN personnel at all levels to have a comprehensive understanding of disability inclusion and the ability to apply it to their work. To support the M&E Group in their role of mainstreaming disability inclusion in M&E processes, the UN in Indonesia developed and implemented a training program on disability-inclusive M&E. This program targeted M&E focal points and program staff, complementing broader training on Results Based Management (RBM).
